A New Hampshire State Trooper decided to try his hand at an unlawful pre-textual traffic stop. The trooper pulled over this man alleging that a cigarette-butt had been thrown out of this car. The trooper couldn't articulate who had thrown the cig-butt out. The driver wasn't having any of it!
